THE HOUR HAND PROBABLY STAYS IN ONLY THE 12 POSITIONS AND "JUMP HOUR" TO THE NEXT HOUR. IT'S AN OLD-FASIONED STYLE WATCH/CLOCK THAT YOU'VE NEVER HEARD OF.
