Probably intended for (and very useful for) holding a nut up in a hidden recess while you get the bolt started - not for actual tightening.

Might be handy for the little bolts and things placed in tight areas. it seems like a tool with a very specific purpose

Had a couple of things like this years ago, great for getting a nut started on a bolt behind a panel or other tight places.
