Interesting that your description makes no note of the fact that this is a return to a design Hoover popularized in the 1950s:

We had one of these when I was a toddler in the late 60's. Problem is they follow you about (no friction) on carpet amd flat surfaces, smacking into your ankles and furniture, then get stuck on thresholds and need picking up.
