I will personally vouch for websavers.ca. I am hosted with them as well! WONDERFUL service! And definatly the cheapest cost pricing I have ever come across. Damn near free. 20/year is like 1.70 a month (give or take). Screw paying 4 bucks a month. LOL
Anyways, if anyone has any questions about going with them, maybe I can answer for you or vouch for them from a customer's perspective as opposed to an employees :)

I have used free, cheap and spendy web hosts in the past, and in doing so learned that customer support is number one followed closely by how long they have been in business and how long they will continue to be in business. I have a hard time giving even $20 / year to a company that has a google page rank of 0 though.
